Many service providers will require the customer to pre-purchase a block of airtime that has a set expiry date such as 90 days. Once the airtime expires it can no longer be used and sometimes the SIM card as well is deactivated. So in essence your actual cost per minute would be total airtime purchase/airtime usage. This is particularly common when purchasing "local SIM cards".
